RESOLUTION REGARDING COVID19 AND THE RETURN TO PRACTICE AND PLAY
WHEREAS, the South Carolina Homeschool Athletic Association provides oversight to Member Organizations for inter-league and intra-league contests, tournaments, and events, and promotes uniformity of standards on a level playing field.
WHEREAS, the South Carolina Homeschool Athletic Association has determined that National Federation Rules shall govern all athletic contests.
WHEREAS, the South Carolina Homeschool Athletic Association Competition Committee has the authority to rule on any matter not specifically covered by a rule, acting in the spirit and intent of SCHSAA rules, policies, and procedures.
WHEREAS, the majority of the South Carolina Homeschool Athletic Association member associations compete against South Carolina High School League programs or South Carolina Independent Schools Association.
WHEREAS, South Carolina Homeschool Athletic Association members are required to develop practice limitation requirements in contemplation of the South Carolina High School League or South Carolina Independent Schools Association guidelines.
WHEREAS, the Governor of the State of South Carolina has issued Executive Orders that details the steps the State of South Carolina has taken, and must continue to take, all necessary and appropriate actions in coping with and mitigating the significant public health threat and other impacts associated with the 2019 Novel Coronavirus (“COVID-19”), and in doing so, the State must remain flexible to account for the evolving nature of the ongoing emergency, while simultaneously continuing to focus on facilitating and encouraging economic recovery and revitalization in a safe, strategic, and incremental manner; and the Executive Orders are still in effect.
WHEREAS, on March 13, 2020, the President of the United States also declared that the COVID-19 pandemic in the United States constitutes a national emergency, pursuant to Sections 201 and 301 of the National Emergencies Act, 50 U.S.C. §§ 1601 et seq., and consistent with Section 1135 of the Social Security Act, 42 U.S.C. § 1320b-5, as amended, retroactive to March 1, 2020.
WHEREAS, the South Carolina Homeschool Athletic Association, charged with oversight over its member associations, believes that guidance is needed to member associations regarding the return to practice and competition for association sports teams; and
WHEREAS, the South Carolina Homeschool Athletic Association does not have resources to independently create return to play guidelines for member organizations;
WHEREAS, the South Carolina Homeschool Athletic Association has reviewed the return to play guidelines for the South Carolina High School League and the South Carolina Independent Schools Association, as well as those from the National Federation of High Schools and finds them appropriately balanced between the desired return to athletic competition and reasonable in light of
the various sports and the very clear public health emergency of dealing with Covid19;
NOW THEREFORE, be it resolved that all South Carolina Homeschool Athletic Association member teams shall immediately abide to the nearest degree possible, to either the South Carolina High School League Return of High School Sponsored Team Sports Guidelines (EXHIBIT A) or South Carolina Independent Schools Association Summer Athletic Workout Guidelines in In-Person Return to Practice/Play (EXHIBIT B).
FURTHERMORE, the South Carolina Homeschool Athletic Association shall continue to monitor this situation and provide further resolution as the matter progresses.

South Carolina Homeschool Athletic Association
